Job Description: 

The North Central Regional Library District is seeking a collaborative, tech-savvy Finance Director to join its Wenatchee-based leadership team. The Finance Director leads NCRL’s financial planning and management efforts to include budget development, monitoring, reporting, forecasting, and policy setting regarding fiscal procedures. The Director has a comprehensive range of financial planning and management responsibilities, overseeing annual budgets across the district’s 30 libraries located in five counties. He or she manages financial core services to include accounts payable, payroll, procurement, financial reporting, contracting and grants.

The Director is a member of NCRL’s executive leadership team and is key to leadership’s vision of trust and financial transparency.

Supervision Received and Exercised

  • This position reports to the Executive Director.
  • This position supervises the finance and accounting staff to include Payroll & Benefits Manager and two Accounting Technicians.

Duties and Responsibilities include
Finance

  • Prepares all financial statements to include annual financial statement of revenue, expenditures, changes in fund balance, and annual reports and submittals to the state auditor’s office.
  • Develops and monitors the library district’s budget, providing guidance and strategic partnering to NCRL’s leadership regarding fiscal management and planning, and prepares the annual budget report.
  • Develops and produces specialized financial reports requiring a high level of sophistication and complexity. Prepares information and reports that forecast trends, analyzes performance results, and addresses financial concerns
  • Develops, modifies and maintains multiple record keeping and reporting systems for varied and complex sources of funding; develops procedures for implementation, execution, control and review/audit of fiscal operations
  • Develop, manage and direct the work of the finance office unit personnel, their financial system and processes and the flow of financial reporting
  • Ensures appropriate accounting internal controls through regular oversight of NCRL processes
  • Monitors projected and actual revenues and expenditures on an ongoing basis, making necessary adjustments
  • Directs the preparation of payroll, daily deposits, procurements, accounts payable, vouchers, and monthly/quarterly usage statistics.
  • Prepares and files quarterly and year end reports to include federal tax, employment security, DOL, state tax, 1099s, and social security annual wages.
  • Performs forecasting, reporting, variance analyses, and other financial analyses and reports as required.
  • Serves as primary point of contact for the state auditors, county treasurers, and vendors.
  • Negotiates and administers contracts and grants
  • Develops and implements financial terms/formulas needed to obtain revenues.
  • Determines annual fees from contracting cities and monitors receipts
  • Attends NCRL Board of Trustee meetings, presenting financial reports per the direction of the Executive Director.

Administration

  • As a member of NCRL’s Executive Leadership Team, participates in board meetings, committee meetings, strategic planning, and other leadership activities as required
  • May serve in temporary leadership role in the absence of The Executive Director
  • Develops and maintains effective policies and procedures for Finance functions that are based on transparent, meticulous stewardship of NCRL’s funds.
  • Develops fiscal policies and procedures to comply with appropriate RCWs according to generally accepted accounting principles
  • Establishes and complies with department operational work standards, ensuring all department staff are following policies and procedures.

Qualifications
Required

  • Bachelor’s Degree in Accounting, Finance or related discipline plus 10 years of progressively responsible accounting experience, or other equivalent combination of education and experience, with a minimum of five years of supervisory experience
  • Extensive experience applying financial and accounting practices including reporting information, internal controls, and variance analysis
  • Knowledge of state auditing, tax, wage, and security reporting.
  • Must be proficient in the Microsoft Office Suite with the capacity to learn new software programs
  • Must possess strong organizational skills, be able to establish priorities, and meet deadlines.
  • Must be detail-oriented and possess exemplary follow through.
  • Must have strong verbal and written communication skills.
  • Must have excellent analytical powers and the ability to read and write reports effectively.
  • Must have a focus on collaboration and be able to work well in a team environment, both as a leader and as a team member.

Preferred

  • CPA License and/or Certified Public Financial Officer preferred
