Girard Miller is a retired investor and corporate executive. now active as an angel investor in the Southern California venture capital marketplace. Having begun his career in the public sector, Girard has led investment and business teams over three decades in the executive capacity of CIO, CEO and COO at three major national investment management companies. He authored Enlightened Public Finance in 2019, and GFOA’s Investing Public Funds in 1986 and 1998 along with 10 other GFOA publications while serving as the director of technical services.  

A CFA charterholder, Girard served on the GASB board and qualified previously as a Sarbanes-Oxley financial expert, and subsequently as a federal court expert witness on pension finance and investments. He is an MPA graduate of the Maxwell School of Public Affairs, Syracuse University, and a MA Economics graduate of Wayne State University with a BA degree from the University of Washington, Seattle.  

Girard was also an early-stage benefactor of the Clark Burrus Public Service Academic Scholarship.

He has sponsored GFOA scholarships for 20 consecutive years, and is an honorary life member.
