Administrative Services Director/Finance Director
Job Summary:
The Administrative Services Director plays a pivotal executive role in the city's administration, blending the financial leadership of a Finance Director with the expansive oversight of an Administrative Services Director. This multifaceted position is tasked with steering the city's financial operations – encompassing budgeting, accounting, audits, and financial planning – while also supervising various administrative services including the Recorder's Office, Justice Court, IT, Customer Service, Events, and the Community Development Manager responsible for overseeing building, planning, and code enforcement activities.
Essential Duties and Responsibilities:
Financial Management
- Direct all aspects of financial operations, including treasury, accounting, budgeting, payroll, and audits.
- Develop financial policies and strategies, ensuring the city's fiscal health and compliance with statutory requirements.
- Prepare and administer the city’s budget, collaborating with various department heads for fiscal efficiency and transparency.
- Oversee the City Treasurer function ensuring proper reporting and documentation is completed.
- Monitor revenue and expenditure trends and recommend corrective actions as needed to ensure financial stability.
- Provide financial analysis and advice to support strategic decision-making by city leadership.
- Maintain relationships with external stakeholders, such as auditors, banks, and regulatory agencies.
The Finance Director is the ex officio City Auditor and shall perform the duties of that office.
Administrative Oversight
- Manage and provide strategic direction to various administrative divisions, including the Recorder's Office, Justice Court, IT, and Customer Service.
- Oversee the Development Manager, ensuring cohesive management of building, planning, and code enforcement functions.
- Engage in high-level strategic planning with the City Manager, assisting in the development of long-term goals and policies.
- Offer expert advice and guidance to the City Council on administrative and financial matters.
Leadership and Collaboration
- Mentor and lead diverse teams, fostering a culture of excellence and collaborative problem-solving.
- Liaise with city departments, external agencies, and community stakeholders to promote effective and efficient municipal services.
Qualifications:
- Bachelor’s degree in Finance, Accounting, Business Administration, or a related field; Master's degree and/or CPA or CMA certification preferred.
- At least five (5) years of experience in financial management, preferably in a government or municipal setting with significant experience in a leadership role.
- Comprehensive understanding of governmental accounting, public finance, and strategic financial planning.
- Strong knowledge of governmental accounting principles and practices, as well as relevant laws and regulations
- Proven ability to lead diverse administrative functions, including experience overseeing development-related activities.
- Excellent leadership, communication, and analytical skills.
- Proficiency in Caselle, other financial software systems and Microsoft Office Suite.
- Ability to work effectively with diverse teams and stakeholders.
- Ability to communicate complex financial information clearly and effectively to non-financial stakeholders
Other Requirements:
- A willingness to work irregular hours and attend evening meetings, as required.
- Ability to maintain confidentiality and integrity in handling sensitive financial information.
Physical Requirements and Working Conditions:
- Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; vision to read printed materials and a computer screen; hearing and speech to communicate in person and over the telephone.
